TENTH BIPARTITE NEW PAY SCALES CLARIFICATIONS

In my previous two posts I just merely gave new basic pay and also arrears chart.  I have not explained how I have arrived at.   The following are my assumptions for arriving at them. For all my assumptions, I take the starting basic pay  of officer i.e 14500/-

                                Present Gross Salary of PO  :  Basic  14500  +  DA  15921   Total Gross  30421

  1. With regard to Basic, it is clearly mentioned in the  minutes signed by IBA and UFBU.  Basic + 60.15% DA and a load of 2%.  Now our Basic is fixed  i.e  14500/-  will become  Rs. 23686/-  it will be rounded off, to 24000/-.  Majority of experts are of this opinion there is no dispute.   You can once again check  the New basic pay by clicking here
  2. Now the question of DA, I would like to clarify that 70% of officers have only two components in their pay slip.  One is Basic and the another one is DA.  So for avoiding confusion I am dealing with these two only.   Now partly DA is also finalized.  After merging  of 60.15% of DA, only 331 slabs are remaining.  At present, we are being paid 0.15% for each slab.
  3. Now with a new basic of 23686/- and 331 slabs are remaining and we have to get a  hike of 15%  over existing gross salary  of 30421.   New gross salary should be around 34980/-  for a PO.
  4. The following are the options available
DA 331 slabs at 0.12

39.72%

DA 331 slabs at 0.13

43.03%

DA 331 slabs at 0.14

46.34%

DA 331 slabs at 0.15

49.65%

Now the important point if IBA wants to give us a hike of 15% there is no other option but to continue the existing DA slab at 0.15%.

  1. But this time they may introduce new pay slip  component ( For officers ).   If new allowance is introduced it will be beneficial for the young.  ( Allowance may be Grade Pay, Risk Allowance, Post Pay, etc ) this was mentioned in my post dt 23.02.2015. “ 10th Bipartite New Pay Scales”.
  2. I feel that instead of continuing 0.15% slab of DA there is fair chance for introducing new allowance.  If new allowances are introduced there is a  chance that DA slab will come down to 0.10%. (New allowance  will equal for all employees of same cadre. My Guess is that it will be Rs.3000/- with DA for Scale 1 )
  3. Seniors have lost heavily in this settlement.  Post-retirement benefits are mostly dependent on the Basic Pay.  By allowing only 2% load, banks have reduced their future superannuation burden.

Hope I have clarified majority of doubts of my Junior colleagues.  Please feel free to express your thoughts.

    No need to go on strike if IBA accept on 24000/- basic + D.A. @ 0.15 per slab then our purpose of 15% hike is solved.
    And most important thing salary & pension will GROW 1.5 TIMES FASTER on every D.A. increase in future
    If it is materlised THIS BIPARTITE MAY CONVERT IN BEST ONE IN THE HISTORY

    no need to feel happy about the signed MOU, we may called to go on strike further and suddenly you may be informed about calling of the strike, as was done earlier to emphasise and establish the repeat of history

    This is totally unfair…! Knowing the fact that grade pay will be implemented for officers only is nt a impartial.. There should nt be any partiality between clerks and officers… Arey dosto govt. jobs mein ek peon ko bhi grade pay milta hai, jis tarah uske officers ko…!! Then why this partiality among the bankers…?? I totally disagree with this kind of settlement… I urge upon all our clerk bros. N sisters to agitate this….!!!

    When the arrears will be paid? Any guess ?
    What is the effective date for the leave accumulation arrive at ?

      dont ask the union leaders, IBA is preparing all the charts and our leaders are to say ok to that . pleasee wait till IBA comes out with the charts. IBA is busy engaging our leaders. It will take time beyond the given date 23.05.2015. Since IBA is busy our union leaders are looking at the sky as to which date they can finally say to IBA for coming out with their calculations. it is better to contact IBA for your calculations rather than your union leaders. please open your eyes bank brethern. leaders were sold out.

    in central govt. assistant starting gross salary Rs.42000/. and group A officer starting gross salary is Rs,57000/. in bank officer`s gross salary just Rs.31000/- only? that`s reason it no more popular job among youth and more work less salary.

    What will be the pay fitment for ex service man joining as clerk? Last pas follows : pay in band: 13400/- , bread pay : 4200, x pay: 1400 and MSP : 2000 and DA : 107%.

      Very difficult to guess clerical salaries. It’s only Basic and DA for majority of officers. Now basic is fixed and it’s about DA only. But with workmen it’s complicated because of so many allowances.

    Instead of making so complicated they could have made it simple as in case of central and state govt. employees. Henceforth, we should demand for a better transparency in methodology as well as equitable distribution of the hike whatsoever is agreed upon, among employees of all scales rather than as per the whims and fancies of a few influential top brass of select union leaders

    sir many benfits provided to officers like lease accommodation petrol and other such allowance are different for every banks….. which commitie or union looks to these matters. becouse as per my informationthere is a very huge difference between big banks medium banks and small banks for such facilities.
    also this settlement is going to make changes in these components also?
    since this time we were not allowed to choose banks at the time of joining i consider it very bad for us new bankers who were pushed to small banks and suffer in cities with such lame policies in the bank.

      Leased accommodation, petrol limits and other entertainment expenses are not covered in bipartite. Respective trade unions have to bargain with the individual bank management’s.

    I have gone through the MOU and of the opinion that IBA cleverly got agreed the UFBU for 2% load burden on BP with the result there will be less burden of Pension because the calculation of Pension is mainly depends upon BP only.IWill request the top leader to please clarify this doubt.Thanks

      If they know they can certainly clarify, they were just purchased by IBA and hence they are in black expecting the union leaders to answer our queries is just like seeing in the dark god save the bank employee

    I have the view that as we are going to get 15% increase in pay slip components w.e.f 1.11.2012 as against 15% increase w.e.f date of signing of 10th b.p. as shown in the above calculation, hence either da will remain 0.15 per slap or there will introduction of new allowance not linked with d.a. or else both, so that there wd be 15% increase. Whatever be the case as d.a. slab has increased from thereon i.e. 1.11
    2012 gross salary should increase and net increase in pay slip component shd be much more than 15% currently unless union leaders play in the hands of iba.

    I’m not justified with ur calculations.
    1.Let us consider DA merging :
    14500 + 60.15% of basic = 23222
    As per you it would be rounded of to 24000
    2. IBA has agreed 15% of payslip components ie as of 2012 the pay slip total pay slip component s equal to the basic+ Da merged which is 24000. As per step 1
    So new Basic= 24000+ 15% of 24000=27600
    3.now remaining DA is 50% but calculating with 10 basis points it becomes 39.9%
    So new gross salary including DA = 27600 + 39.9% of 27600=38612

    This will reduce if DA merged amount is not rounded of to 24000

    Sir,
    Just one thing, as the DA had been taken from Nov. 2012. When our new payment becomes effective, say May 2015, what will be our new DA? Will it start with 331 slab?

    And just one honest opinion, plainly, has the bankers been robbed or is better than expected in regards to X BPS?

    The thinking of aam Bankers is that when BPS is signed at increase of 15%, their gross salary is supposed to increased by 15%. But, this is not the fact. First thing that this load of 15% which is equal to 4725 crores is the total burden to banking industry (Pay Slip Component) per year to be distributed amongst award staff and officer category as per wage bill as on March 2012. God knows who and how it is calculated and it seems very complicated. I am not agreeing with opinion of Goyalji (allbankingsolutions.com) that HRA will be around 20%. If it will happen than those who are drawing HRA will be benefited and those who are availing leased accommodation will shift to HRA (though HRA is taxable). Again, if there will be no new allowance which will attract DA, HRA, Superannuation benefit etc. than actual difference in Gross will be negligible. It is also not certain that why only 2% of BASIC + DA as on 31/03/2012 will be added to New Basic. I think the load of 60.15% of DA which is merged to Basic is also included in 15% increase of load. UFBU should come forward immediately to clear how these complicated load factor is calculated and distributed. Members have right to know everything. But………….

    Sir, u are taking DA of 1/11/12 where as while comparing wth gross you are comparing it with todays gross salary…

    DA IS SURELY GOING TO BE 0.10% PER SLAB. THIS IS TRUE THAT BY ALLOWING ONLY 2% LOAD, IBA HAS REDUCED FUTURE SUPERANUATION BURDEN AND ALSO REDUCED BURDEN OF FUTURE DA HIKE. IN OTHER SENSE, IBA HAS SET AN EXAMPLE FOR FUTURE SETTLEMENTS AND THEREBY REDUCING BURDEN BY HUNDREDS OF CRORES.

      subhasis nandi :reply it is completely surrender by UFBU to IBA the newly rect officer and staff are the most sufferer because less BP will hamper of every increase of DA slab da% also reduce to 0.10% from 0.15% the retire(from01/11/2012 to 31/10/2017) also suffer a lot owing to less increase in BP

    As per ur calculation. The new pay increase as on Nov 12 may not be 15% rise…. It can be only when a special allowance is added.

      Better counsel never prevailed on the bankers during the 10th biparttite settlement. The bankers didn’t get a better deal it’s most unfortunate. Least is pensioners like me who get nothing of the settlement.. Why leaders of ufbu didn’t study the drafts between the lines before they agree upon. With high responsibility and accountability the bankers are at the receiving end of a poor deal contrary to the univ teachers/faculty and central govt staff, judiciary, executive and the policy makers like the people representatives. The settlement ,I opine is bringing tears in the eyes of bankers.bank staff..stategovts have acceded to the request of their staff and raised the salaries of state govt staff by 43 to 46%. We being the movers of the Indian economy why the raw deal to bank staff nd officers? Request the Honble FM to intervene remove the abberations in bank staff salary in the 10th BPS. Is any one listening.
